Rick DeFoore
Chief Executive Officer

Rick joined Stamford Memorial Hospital in February 2008, bringing many years of healthcare leadership experience to the job. As a board-certified healthcare executive, he served over 25 years at Hendrick Health System in Abilene, first as a Chief Financial Officer, and then as Chief Operating Officer until 2005.

Rick and his wife Janet spent a year in Kabul, Afghanistan in 2006 working with the Afghan Ministry of Public Health and Rabia Balkhi women's hospital as a consultant with CURE International. A graduate of Hardin-Simmons University in Abilene and a CPA, Rick and Janet enjoy spending time with their 3 grandsons who live nearby. Rick and Janet live on their ranch in Jones County south of Stamford where Janet raises Peruvian Paso horses.

Sandy Finley
Chief Administrative Officer

Sandy joined Stamford Healthcare System in 2016 serving as General Ledger Accountant and Manager for the Accounting Department. Sandy became Chief Administrative Officer in 2017 and oversees several of the hospital's departments including the Rural Health Clinic and Stamford Walk-in Clinic.

Sandy moved to Stamford from Bridgeport, Texas where she served as the Practice Administrator for a busy clinic for eight years. Sandy graduated from South Plains College where she later worked for ten years as the Director of Payroll as well as in the IT Department writing and coding software. Sandy is the mother of two grown children, Chris who also works for Stamford Healthcare System and Holly who is an elementary teacher in Stamford. She spends most of her spare time with her two granddaughters and looks forward to having more grandchildren.

Vickie Meyers
Chief Operating Officer

Vickie joined Stamford Healthcare System in 2016 serving as Director of the Regional Services Department. As COO, Vickie continues in this role and also helps oversee all operations of the hospital and the clinic. Vickie is a graduate of the University of Oklahoma with a degree in Sociology and has over thirty years of experience in the healthcare industry including hospital and medical practice management and implementation of new programs.

Vickie grew up in Purcell, Oklahoma, a small town a lot like Stamford, and has a love for small towns and small hospitals. Her father was on the board that opened her own hometown's hospital. Vickie says it is a privilege to be a part of a small hospital and that it is a pleasure to work with such good people here in Stamford. Vickie lives in Abilene with her husband, Rick. In her free time, Vickie enjoys cycling and watching movies.

Elizabeth Miller, CPA
Chief Financial Officer

Elizabeth came to work at Stamford Memorial Hospital from the Hendrick Health System accounting department October 1, 2009. She graduated from Hardin-Simmons University with a Bachelor of Business Administration in May 1997. She majored in Business Management. Elizabeth graduated from Abilene Christian University with a Master of Accountancy in December 2000. She earned her CPA license in May 2002. She is married to Aaron Miller and has one daughter Natalie Miller. She enjoys playing league tennis and attending Beltway Baptist Church.

Rickie Young, RN, BSN
Chief Nursing Officer

Rickie Young serves as Chief Nursing Officer (CNO) at Stamford Memorial Hospital. Rickie has worked at Stamford Memorial Hospital since August 2013 and was named CNO in the fall of 2015.

Rickie was born and raised in Abilene and began her career in healthcare at Hendrick Medical Center in the eighties working as the Ward Secretary on the floor and in the recovery room. Rickie received her Associate Degree of Nursing from Hardin Simmons University in 1991 and a Bachelor of Science Degree in Nursing from Grand Canyon University in February 2011.

Rickie has a broad range of experience that includes working in the hospital setting in intensive care, trauma and recovery, cardiac step down and neurology/ telemetry, as well as working as a travel nurse and in home healthcare as a hospice nurse. Other experience includes teaching nursing at Cisco College and managing a nurse call center in Dallas.

Rickie is passionate about her work and has always had two jobs until she took the CNO position at Stamford Memorial Hospital. Rickie has two grown daughters and four grandchildren. In her spare time she enjoys anything her grandchildren are involved in, fishing and traveling.
